RESOLUTION OF THE ASPS BOARD OF DIRECTORS
SEPTEMBER 27, 2006
Whereas
the State Surveyor is in the regulatory process of rule making to revise the
Arkansas
Minimum Standards of Practice for Boundary Surveys and Plats, and
Whereas
the Minimum Standards have not been revised for ten years, and
Whereas
this process has generated some controversy among
Arkansas
Professional Surveyors,
We
hereby resolve:
(1.)
We support and encourage the fullest possible discussion of
the proposed revisions to the Standards.
(2.)
We encourage all registrants to complete and return the
response form provided to the by the State Surveyor’s office,
(3.)
We encourage all professional land surveyors, users of the
land survey record, consumers of surveying services, and members of the
public who have comments to make about the proposed revisions to attend the
Public Hearing for this purpose scheduled for October 19, 2006.
(4.)
We support the Office of State Surveyor, the Minimum
Standards, and the active review of survey plats by the State Surveyor, and
enforcement of the Standards by the State Surveyor and the Board of
Registration.
(5.)
We support Mr. Cotton Green the current State Surveyor in his
efforts to carry out the duties of his office.
(6.)
We support the revision of the Minimum Standards at this time
and periodically hereafter to keep up with changes in technology and to
steadily improve the work product of professional surveyors for the benefit
of consumers, users of the survey record, and the surveying profession.
(7.)
We oppose any attempts to diminish the powers of the Office of
State Surveyor.
(8.)
We oppose any attempts to reduce enforcement of the Minimum
Standards.
(9.)
We oppose any activities, which tend to make invidious
distinctions within the surveying profession and to divide us into hostile,
non-cooperative factions.
(10.)
We support the cooperation of all professional surveyors to
share knowledge, serve the public and to improve the profession by working
together for constructive accomplishments.
ASPS exists to serve these ends.
ASPS President, Marie Dugan, has at the request of
Cotton Green, State Surveyor, appointed a committee to assist with review
and compilation of the comments submitted through the questionnaire, which
you received, and at the public hearing scheduled at 10:00 AM, Thursday,
October 19, 2006, in room 272 at the State Capitol Building. The committee
will consist of the following ASPS Members: Ken Cotter, Phillip Sloan, Jeff
Dever, and Marie Dugan. Of
course we encourage everyone who can to attend the public hearing.
But, more important is that you submit your comments if cannot
attend. It
is very important that everyone submit any comments they have on the
Minimum Standards revisions. Your support of changes that you wish to have
made is just as important as your items that you assess critically.
